The bill is very specific on the species of fish involved (with latin names in the bill):

Spot (Leiostomus xanthurus)
Atlantic croaker (Micropogonias undulatus)
Kingfishes (Menticirrhus ssp.)
Striped mullet (Mugil cephalus)
Southern flounder (Paralichthys lethostigma)
Bluefish (Pomatomus saltatrix)

Since Summer flounder and Gulf flounder are different species, the law is clear (by omission) that it would NOT apply to them.
