To respond to north-state; The rule as described to you by District 2 applies to District 3 (Cape Lookout NS) - there is not a "slot" limit. If any fish is less than 14", you may only keep 4/day, (one of them may be over 14" and one may be between 12" and 14"). However, if all of them are over 14", the limit is 10/day.
