I believe if you were ask the people of the NC division of Fisheries , that they would tell you that the cut back in ocean flounder for recs was because the recs caught way over their quotas. Commercials also get punished when they exceed their quota. Recs do not get penalyzed when commercial exceed their quota just as commercials do not suffer whe recs exceed their quota.
