Hey Dogshark, The State of NC only got a little over a quarter million pounds of summer flounder for the year for the rec fishermen. That's not many flounder. As to who caught them in this State? Most were caught around Oregon, Hatteras and Ocracoke Inlets, both in the ocean and sounds according to the rec survey. The recs in this State have gotten it in the rear end on this one but its not the commercials fault even though they get much more for their quota. The quotas are based on historic landings and commercials have caught lots of flounder over the years and thus their large quota. The recs have caught very few flounder over the past 10 to 20 years and thus their low quota. The trouble is this, the historic rec catches were much higher than many people think but no one can prove it. Do not blame this crap on the State of NC either because this comes down from the ASMFC (Atlantic States Marine Fishery Commission) and they gave all the flounder to the yankee States and more or less said to Hell with NC.
