You are right, if you are in a BOAT but if you are on the beach of Cape Lookout you better not have a flounder of any size in your truck! Once you come to the beach it doesn't matter where you caught the fish, you are on the ocean side and no flounder are permitted. I think it's $50 per fish if your caught.
