So, according to all the State and Federal marine fishery professionals that make the final decisions on who can fish and who can't, these folks claim that the southern flounder migrate from the sound to the ocean waters in winter and then return to the internal waters in the spring. It's not rocket science, these boats can drag nets from the jetty to the lighthouse dock if they want, that's all considered ocean waters. Conclusion: They get to catch flounder in the spring on the way in to internal waters and do the same thing in the fall, when the flounder are on their way out to ocean waters. They also get to catch summer, southern, and gulf. No need for them to be able to tell the difference.
