#14 hook would be VERY small a 14/0 hook on the other hand would be very large. # number and /0(ought) go in opposite directions. the higher the number # the SMALLER the hook. the higher the figure with respect to /0 the larger the hook. hence, a #14 and 14/0 are WORLDS apart. a 14/0 circle would be about right for drum fishing from the surf although a bit smaller would work depending on the manufacturer. this depends on the bite(distance between the shank and hook point.) some large circles have a small bite and make it difficult to put a decent chunk on it...imho
