What drum'it said...water temps are key but those toads will show up earlier than the drum, blues and sea mullet.
Check out this page that has a quick reference chart and multiple links(drumwagon included) to different fishing reports up and down the outer banks. The chart is not intended to be exact but it gives a decent snapshot of what you can expect month by month.
