I'm not sure what a smallie rod is? is that one for small mouth bass? I always repair my own rods for guides or tips, very easy to do once you find the right size to replace with. I don't care about how good it looks as long as it's functional. Hunter Banks has Rod epoxy, do go with the fast setting type so you don't have to turn the rod long as it drys. I don't know of anyone who does it professionally here but they might be able to help you find someone.
