for the tip, just use Hot Glue, it's water proof and when you need to change again, just heat it with a match and you can pull it right off with pliers.
I've wrapped rods before, and IMO, it's better to just buy a factory rod. You can't buy a blank and guides for under $250. I used to live in Buxton and helped wrap and learned how to wrap at Red Drum Tackle. If you have the $1,000 lathe and all the equipment it's easy to do except for the custom patterns you can do, that is like an artist/weaver.
