POR15 is permanent stuff. Paint it and forget about it. You dont have to prime or seal, but a topcoat is recommended because UV light discolors it after a while. In fact, POR15 likes rusty surfaces, so sandblasting isnt really necessary. Just remove loose rust. A little goes a long way. Im guessing that a 4 oz. can of POR15 would cover 4 rims. Due to its cost, I usually only use it on stuff that is irreplaceable, or badly corroded, or something that I want to last a long time but dont want to repaint sometime down the road. Unless the rims are rare or would cost a lot to replace, Id prob just use Rustoleum on them. A word of caution about POR15 - read and follow the instructions. Its a little different than using regular paint.
